Yes. Open the asset menu of the builder on this page and pick Brent Crude (or Dubai Crude); everything else works the same.
Can I alert on a dollar move rather than a percentage?
Yes. Choose "Increase by at least ($)" or "Decrease by at least ($)" and a time window from 5 minutes to a month.
Do I need a broker or futures account?
No. DoneRoad only reads the price and notifies you; it does not trade.
